They said they will call me back when it is done but I have to called them multiple occasions only to find out they mailed the file to a third party that are approving the plan (they didnt have the staff to handle the workload).

You should be able to determine if the area has central water; go to the neighbors and determine if the area has central water, if all the houses are connected and who the supplier is, then contact the supplier and see if they service that address; walk the property and see if there is a well head; determine if the area has septic systems or central sewer; if septic system the well should be at least 100 ft. from drain field; there are water sampling labs that will test the water; I would have a full test run including heavy metals.

I'm very curious myself.i have approached a couple. but the staff "only works here" and they know their part in the machine, but nothing more. i am tempted to call up the multi-million-dollar parent companies and ask there. but i doubt i can get an audience, let alone "trade secrets" for someone who would view me as a potential competitor. that's why i came here, where these things are discussed (or at least used to be... seems there more pay walls than there used to be).

You could pick off one complex and get that, but assume all the bigger owners have a staff/employees and you pick up no more than 5 units (sfd) at a time.Where is you guess in time wise in getting a PM business going?
