You want them to feel at home a you’re excited they can afford to sink $500-$1,000 in to mounting TVs.

And now I feel once again I am on the cusp.

I like to identify the part of town that you feel is ready to appreciate (esp with forced appreciation) and then spend days/weeks just driving around and getting a feel for it.

@Clara Cheng, to my knowledge, it's highly unlikely that there is a way to file a change to permit co-living properties in Cobb County. 

You figure out what it TAKES to become succesful and then use what you have to get what it takes, to become succesful.If it requires 40 hours a day, $3000/week on marketing, decent clothing, proper english, a decent car and knowledge about the niche... well figure out a way to slow down time to fit 40 hours in a day because that is what it takes!
