If paying off the property will give you that, even if you can logically justify not paying it off, I would still pay it off for your own sake.

The PM justifies their policy by saying that it is in landlords best interest to keep tenants happy and fix things as soon as possible to avoid vacancy.I am all for it, and want to keep the property in good living condition, but wouldn't this be a conflict of interests when incentivizing tenants to put more tickets will only benefit the PM ?

Get your own third party independent appraisal...the City should also be providing you with one to justify their value but theirs will achieve their goal which is to minimize the project cost.

But these recurrent, seemingly excessive charges --- for which we have yet to receive photos to justify their necessity --- are starting to make us question our decision to hire them.

@Henry ClarkThanks as always. 1) Yes, that is from P&Z. 2) & 3) -- I think the all-in cost to remedy would be $50k (which also means the cost is too low to justify a lawsuit) -- and the numbers still work. 4) I don't think they knew.

If there were missed deductions and such then no, it wouldn't justify the price. 

Heater may last long enough to justify the effort but many times it will not.  

Will be a hard wholesale sell, in my opinion.Not sure that a $130K house justifies a $100K rehab cost.To give you some idea of what sort of deals we are getting..We make offers based on the numbers, NOT based on our exit strategy.That is the mistake here.
