With how ridiculous property management costs are I would rather keep it close to home and self-manage.

 the more competitive rates are  6.9% for 20% down owner occupied, 780 credit score. 7.45 and 1 point for a duplex seems pretty solid.

Foreclosures are the best deals, also the most competition. 

By the way, how much does this cost?

I’m in Florida, but know enough to tell you that California is cost prohibitive, so yes it is a tough market.
