She spent too much (to my eyes [but I was going to do the work myself and not hire it out]) but still made 20k on the pending sale. 

When it becomes too much I’ll either hire or consider property management.

We also send out letters periodically when the owners aren't picking up their poop in the yard that they have 30 days to do the cleanup (or hire a pet clean up vendor that we recommend) or we will bill them for the cost and it is a violation when it comes time for lease renewal. 

@Peter MorganComplain to the electric company that the bill cannot be correct.Have them walk you through the bill and test your ref and A/C draw.If the electric company will not check your draw, hire an electrician to do it, and find the issue.Could be an estimated bill.

At first i was thinking of hiring a company to reline the tub.

Usually, the excessive moisture is caused by a leak in the plumbing system underneath the floors and it is usually a hot water pipe leaking.I am a contractor and sometimes I find that the clothes dryer vent is broken somewhere and all the steam coming from the clothes as they dry is going inside the house and collecting on the cool glass windows.You can hire a contractor to look for a leak, or you can purchase a hydrometer online.

Do you plan on GC’ing this or hiring a GC for reno?

This was a large apartment, so it took approximately 3 months to complete working alone and sometimes with a helper (hired help is virtually nonexistent currently in NY).

Turn the "house" into a true Bed & Breakfast, and have an innkeeper I'd like to hire.
