Talk to a couple of realtors in the area to get a market assessment and see what they think it is worth, how long it might take to sell and look at comparable sales for both (sales price and days on market). 

My primary focus for this investment is on long-term appreciation potential and leveraging rental income to pay down the mortgage, in this case I have no cashflow.Given the current market conditions, I understand that cash flow might not be immediate, but I'm more interested in the potential for appreciation over time and the ability to offset expenses through rental income.

What helps you determine if an area will have rising property values in the short term or long term? 

Use a state-specific lease and feave everything in there so long as it applies.
