Said and have them send you copies, also the town knows you own the property, they will not shut it off before contacting you, you can contact the town and talk to them and let them know you would like to be notified before it's shut off.

However, they left countless holes in the walls; stained carpet which had to be replaced ... and here's the kicker--- they used Liquid Nails to glue every single window shut in this 2 BR apartment!

I know of one right now where the water runs for five minutes or so once the tank is full and the water is running down the overflow / refill tube before it finally shuts off.So, yes - replace the guts in the tank, then see about getting the water bill onto THEIR expenses instead of yours.

If she were in a single family and didn't pay her bill once the utility company would put a work order out to have the water shut off.

She is afraid of a civil suit from this person if he is evicted because his agreement is with her even though he has not paid rent and also has not paid the utilties (which they are going to shut off), but she left them in her name but he is responsible.Long story short, anyone know a good tenant/landlord attorney she could call.

However, I typically buy reo properties and put in new valves (plumber...with bath remodel) and supply shut offs and rebuild the toilets ($25 in parts but $150 by plumber) new water heaters if older than 10-12 and newer appliances, etc.
