You can request a security deposit to cover you for such eventualities, in some states there is no maximum, in some states you have to inform the tenant/s where/how the deposit is being held.

I prefer to be a little more conservative when running that 60 or 70 number...and do more like 55 or 65 and sometime even 50 if it a small property.This method holds true is most of the USA and most parks.

Also even if a tenant knew about the program (most don't) and was able to sneak it by you (which it would take a lot of chutzpah to try) they would be in violation of the lease and could risk eviction and would almost certainly lose the portion of their security deposit required to cover the utilities.
