We do have the stress test, which means most of the people with new mortgages would have been able to afford higher interest rates...assuming they didn't move to a lower paying job and rates are at or below the level they were stress tested at. 

It is super important to put your best foot forward the day the property hits the market.

So, the title insurance company the buyer is using wants either the prior owner to sign a quit claim deed so they know this won't be an issue or for you to do a quiet title action so that owner has only that one last chance to come forward settling the issue. 

The value add could only move this so far towards the decent purchase line.
