You can also partner with someone with money to purchase a house, manage for someone, etc. 

My goal is to build a passive income portfolio, build equity and appreciation in properties, build a strong management system, and continue investing for financial freedom.

A property manager should not disburse funds at all unless they have the necessary documentation from the out-of-country investor.
