We are quoted that way so we should be ok.I also have the same mentality that I wouldn't want someone living there without a window so plan to install that once I have ownership.Not sure if you have experience here, but if I go through the legalization process and don't get it zoned, do they now come after me?

How much do you think a new hot water heater will cost you to have installed (heater plus installation) with you being out of state?

The basement has brink walls like the picture and track lighting already installed. 

Installing a kitchen, framing drywall and flooring are unavoidable and metering is a good idea though you can get around it.
