One corner of the property and the basement floor are about 3 feet below the base flood elevation.

Built in 1884 and located in a historic district, this will be a lot of work, from plumbing to updating electrical to changing the entire floor plan.

I was planning on just covering it with vinyl floor planks.

My contractor was going to install the vinyl plank flooring, but called today to let me know that there was water sitting on the concrete sub-floor. 

Hire a cleaner to clean the house, they split the cost like its a utility or lawn service.
