There are kinds of down payment assistance programs in many different parts of California I read  in LA that provided up to $80k in funding i just got an email about a $10k teachers assistance program in NV .USDA loans 100's of programs across country for civil workers farmers etc The Hud lottery program for teachers,police etc another example Any little bit of assistance can accelerate the home buying timeline for those in need.

Perhaps they could try calling the police and see if they're lucky to get help that way, but likely the police will say it's a civil issue when they see that the "renter" has a key to the property.Did the homeowner get a first month's rent and security deposit?

I think many, if not most, use the civil statute and not the criminal one anyway, so I don't see it as a big deal.
