I found a bank owned 28 Unit in OH.

there are not any lenders that will provide a HELOC on this scenario ….try  contact the present lender / servicer  for options on the current loan …….you might also contact you bank to see if they can provide an unsecured consumer type loan that  is better than what you are paying now

Will a Bank help me fund my first deal without any money ?

So far i've checked with multiple banks and credit unions and found nothing. 

@Nick Cockrell You are borrowing 80%  from the bank right. 

If your tenants have bank accounts and a smartphone, but have them pay you via Google Pay, Venmo, Apple, or straight out of their bank account into yours. 

Or do I need to knock on the door of smaller local banks?

There is no reason to for a bank to forgo all the due diligence they have done to get this loan done just to help you out.

How do I know the bank will not foreclose if I catch someone up on their payments.

The bank the is loaning most of the money also expects to be in 1st position.
