I found it to be too much risk for the investor, given the low cap rate environment that we're in (given that if cap rates float up, the asset values will obviously drop).

From your description, the property is not the intensely downtown environs of NY, NY, or San F., nor is it the intensely rural environs of a Po Folks, Alabama.Whatever you find out and then plan to do, be sure that it encourages an intentional neighborhood-building - not the unexpected descent into 'hood degeneration.
