As an owner should I reach out to the tenants in any way? 

Just reply and I'll reach out. 

It'll reach out to seller's until they are ready to schedule an appointment to sell.

This is purely a guess on how the site works, so I have now clue.At least in my area there is usually a phone number you can reach the realtor at or I just Google them.

I'm going to be a bit brutally honest here, but from a client's perspective, they don't want to work with an agent who needs the money because it's an obvious conflict with their interests, and they can easily work with someone who has actually purchased before vs someone who hasn't.  

Too many variables to hazard a guess on cost but I would definitely reach out to more than one electrical contractor to get some quotes.
