He would pay a security deposit and pet deposit, but receive a sizeable discount off rent as long as he shows improvement and receipts until the renovations are complete.

If you can buy rentals that with a 30% discount that would also be great!

They often pay cash (from private lenders if necessary) to pick off the better deals at a favorable price point,   rehab/rebrand the property and fix any management issues (which are often the case in discounted multi family),  increase rents to market rate and then Refi out as much cash as possible to pay off original private lenders or buy another property.  

Wondering if anyone has experience or insight into what % the purchase of 2 units in a spec development might be worth from a discount perspective?  

Discounted their paint to 7 bucks a gallon..They have dozens of stores throughout our state.

Fee is discounted 50% if notified and then payed  before the 7th. 

There are plenty of discount chop shop lenders out there that entice people with the promise of a low rate then the deal never closes 

Cash flow received today is worth it's face value, however you would need to discount the cashflow at a certain rate for future years plus the proceeds from the sale.
