There are infill projects where this does happen, that would be an exception.You would also have to account for time, it can be slow to get permits (if even allowed) and then you'd still have build time.You would be better off making agressive offers on the property that would account for the potential decrease in value.

Real estate markets can be super fast shifting, or ridiculously slow. 

Nothing wrong with lowering the rents a little bit when things start to slow down.

The only complaint I have is they are very slow with tax paperwork.

ie percentage of late or no-pay tenants pre and post moratorium  Just speaking for myself,  the only difference is a slow pay (but current) rate of 2/33.
