I can't say whether the state law assumes the contract is assignable by default if nothing is in there about it or if the state law normally assumed non-transferable.

Basically the owner gets the bill from the utility company and pays the bill, then they use a different company to take in the data from all the submeters collected from the BMS system to write their own bills to the tenants to get reimbursed.

Always do transfers through an escrow agent in the US (or Canada or Europe for that matter, depending on where you are based), who knows business in Mexico: never release any money, unless all documents, title, property clearing is in place.
