I told my agent to tell them to submit it and try to sell their agent on it, selling season is over, house needs work, etc....That was last night, now they claim they have another offer that the seller wants to respond to before responding to me.

I want to be able to boil this list down so that I can put it on a calendar and tackle it bit by bit, over a months time, until I get it completed. 

Yes it should inform your decision but not completely drive your decision.  

However, there is a way to convert a rental into your primary after the completion of a 1031 and the establishment of the replacement property as a investment asset as you suggest in your last option.

A sale of one unit is completely independent of the other unit.

If you are already zoned for multi-family, then adding an additional unit should be as simple as completing what some communities call a change of use form.  

After that time, any new orders to list Notes for sale will not have sufficient time to be completed and processed before the site becomes unavailable to users at the end of day (5:30 pm PST) on October 27, 2016.
