There is a Covid Related Statement that tenants can give to you stating they lost job due to Covid, have / are seeking rental Assistance, etc. that would prevent you from evicting tenants.

As to the proposed laws you mentioned they all seem to be directed in a way to prevent in mass evictions when the moratoriums lift, which I can agree with the idea behind it but I think its unconstitutional at its base.

The next year in a half I plan on educating myself to help prevent wrong choices. 

Condominiums can do a lot to prevent individuals from renting their units.
