If it was a level floor like a slab, old use a plastic sheeting like house wrap and put engineered wood.If u have an absolutely dry basement, I'd put carpet, and I hate carpet.If funds were no issue and I had the room height I'd put 3/4 plywood on uneven floor to make it even (pretty tough to do) .
