I have never used it, and did my own screening decisions along with getting credit and other reports, but what's great about using a service like SmartMove, is that they use statistics to make the decision for you, so you can't be snowed by con artists.  

Re negotiated garbage and snow removal/lawn care.

Property manager friend said also turn it over to snowplow guy's insurance, since it supposedly happened during a snow event. 

Imagine that drive during the lovely ice and snow storms. 

The timecard logs the hours he spent mowing community areas / shoveling snow in the winter / taking care of trees or picking up trash.

s now based in the Bay Area; they face increased costs, steeply rising, to maintain their operations in the Bay Area, & which has convinced many such C.E.O.'

No freezing pipes (OK, once every 100 years as it last snowed in Mill Valley in 1924), no sleet, snow, ice build ups on roofs, no housing tenants when the AC fails in August. 

The condo is in a midrise building with the $525 HOA covering all utilities (unmetered), amenities (pool, gym, game room, etc), parking, snow removal, security, master insurance.

I have used these contract terms for required snow removal.You can probably implement such a charge at lease renewal and propose an intra-lease change.  

Not to mention they keep making decisions we would never make (e.g. buying new stoves when a repair or used stoves is fine, or charging $100 for a one-time snow removal?!?).
