On separate occasions, the lenders have reduced rates by as much as 30 basis points, without additional fees, to get a loan to work in my favor and to keep me from shopping with another lender when the interest rate was still trending across the board.Back to the OP, I think the ultimate responsibility falls on the asset holder/investor.
