If you want the cash out refinance based on the ARV or new appraisal you have to wait 6 months.There are several strategies to bypass this so you wouldn't have to wait the seasoning period though.Dig around the forums here and you'll see lots of info and suggestions.

I have seen several lenders that will do LOCs on investment property but the terms are not very favorable. 75% CLTV or less and higher rates.

The market is going the other direction in several areas so stay away from leverage.

Several ways to go here if you are not familiar with what to look for:  if you cannot get a good contractor to go with you, VIDEO the entire house--all rooms, esp kitchens and baths, under all sinks.
