Is it possible to lower the window to the floor and install a tempered window?

Initially, I planned to finish the attic, add a bathroom and bedroom, and create a first-floor master suite, turning it into a 3/2.

Something has occurred causing floors to begin to grow mold.

New windows and doors, new kitchen, updated bathroom, new HVAC, new flooring and paint and finished the attic with flooring and heating/cooling.

I have never had to do a full gut on a home yet, mainly just flooring, paint, appliances, and interior work.

The property in question is a mixed-use, with a ground floor commercial unit, and one residential unit upstairs. 

This house was very nice and clean (build later 1980) My tenant recently claimed there is mold on 1fl (it is like basement as there is no window, it is next to garage) When i see, the mold is not only one area but it seems widely spread on the ground floor (laundry room, wall, celiling etc) Since it is OOO investment, it is not easy to deal with mold issue.

This was a full rehab + re-create the floor plan What was the outcome?

Hire a Architect to provide drawings with a lot of details such as existing house elevations and floor plan, proposed elevations and new floor plan, roof, wood deck, addition, etc.
