Roofers take large down payments because it is often an insurance check after hail and they don’t want it spent before they get paid, alot of the cost is labor upfront in tearoff and disposal and if they don’t get paid they cannot come back and remove their roof.

So, to attempt to answer, I believe this would simply be a hail mary to try to "help" the owners.Because it is not actually listed, foreclosed, etc, they are still living in the home and I have not been able to get in to see what costs there may be.

@Nicho PruettDepending on the type of insurance the landlord has most coverages do covers liability, vandalism, fire, hail, windstorm, and malicious mischief.The landlord needs to speak with their insurance agent which I'm sure they have if the whole toilet drain system is ruined by the cement.
