I could use some advice on how to delicately give notice to existing tenants that are a hold over from a property I just purchased. 

That's a delicate situation for sure, since you really want the home and you're banking on the builder doing what they said they would (and the builder likely understands this well), but unless there is a provision in your contract with the builder, if then don't close when the contract states they will then they are breaching the contract.
