Insurance premium determinations  are more localized where the carriers price perceived risks into their desire to have market exposure (if at all) and how to price that exposure. 

The market determines price based on supply/demand and if you think there's not enough supply - then go ahead and increase the price.

I do have my buying range in mind and I agree with you 100% getting pre qualified would help out a lot determining if that is actually realistic as well as gives me opportunity to start analyzing more deals that are attainable for me.
