when they are filled i don't worry about brake ins messing up the renovation. duplexes are for investors so having it filled is mostly  looked at as plus. cash flowing from day one.

I second that, however attorney's usually have some experience in the community (RE Attorneys) and you should listen to what they suggest as there could have been a similar case where they have unique knowledge of the findings.But from what were mentioned, it may be too that the attorney has a personal issue with investors and attempts to put the brakes on such deals.

Trust me I have access, the meter alone is $3k, then we are talking about braking concrete, contractor and permits.

@Matthew Murray - It sounds like you may want to pump the brakes on this deal until the investment is more clear for you. 

Images of prospective tenants braking the law, acting thuggish, or using extremely poor judgment can aid in your decision making process.

Properties that would make a couple hundred a month with market tenants in different areas end up braking even or losing money due to the issues I mention above.
