I would definitely want utilities functioning for the final walkthrough so you don't find out later after closing that the furnace or A/C or whatever stopped working.

Also a lot of US states are pro tenants, that makes eviction more difficult; besides the damage deposits in C or D areas may not be enough to cover the cost of tenants trashing your place.

If the area is Class C or low income it may be best suited to use Section 8 so that you can get more in rent by using housing vouchers.
