If it is 1-5 minutes as annoying as it is, go to the business and make a stink. 

Her voucher is still frozen (at least it better be as she owes me money and The Housing Authority is aware of this).So to say Section 8 is guaranteed money and Section 8 tenants are afraid of losing their vouchers may be true in a lot of cases, but certainly not all.Though my biggest annoyance was with the Section 8 Housing Authority; they were inept.

not a bad idea, i was insistent on trying to use the VA loan but if it means a better deal trying FHA maybe i can do that. only issue is every inquiry hurts my credit score. used to be a 720 and now it's a 690 after just 2 inquiries. pretty annoying.

If it gets to the point where the city is issuing fines, the neighbors will be long since annoyed.
