Maybe they switched phone carriers, maybe they are on vacation and out of the country so no cell service, etc.

With this program, you would be sending a post card to every home in a Carrier Route (CRRT) which is a subset of a zip code.There are rules about the size of the post card - I think they require oversized, but the postage is a fraction of first class mail. 

There's additional value in those endorsements, varying from carrier to carrier.

Any carrier that has commercial lines (State Farm, Allstate, Farmers, Etc...) should carry this type of policy.
