The boy who typically took the dog onto the common area to go to the bathroom could barely keep it under controlled when leashed. 

Easy to find solid/sturdy units for next to nothing.

If it isnt tight and sturdy nailing the shingles is tough.

It needs a lot of work because the layout is all wrong but it is sturdy.

Maybe it's because I know everybody and everybody knows me, or because there seems to be a tight leash on things around here.

I told him that all dogs must be contained, or on a leash on the property at all times.

I would not use it as a reason to check the whole house, but you can probably see everything you need to see with a brief scan of the place while getting the dogs leash or making sure it has water.

Ask about the local laws for leashes, waste, and vet clinics in the area.

I'd be gearing up to move them out and find new tenants or at the very least keep them on an extremely short leash....although I'd be happy if you reported back in 6 months and told me I'm wrong.
