Buy an ozone machine off amazon, let it run for 24 hours with no one in the unit and see if that fixes the smell.We actually did purchase an air purifier to get rid of the smell.

Aside from the deep cleaning and painting, i read that to really remove the smell you need an air purifier with carbon filter, both of which i dont own as of now.

I would also text or tell the tenant downstairs that air purifiers and box fans are GREAT for noise issues.
