Overall I love the R2 zoning route, but the permitting & construction costs alone will be tough with the budget you outlined in your post. 

Generally if you only have a handful of rentals and you are fulltime doing something else (a W-2 job), it'll just make sense to claim the standard mileage deduction - @David Orr did a good job outlining all the related nuance to that.

I feel like it's more useful for the outline and then I can fill in the numbers and analyze myself rather than use that exclusively.
