The machines parts… motors, hydraulics, etc will not be free.  

It was a nightmare to try to charge tenants because so many just used excess water all of the time...like leaving the hose running overnight on a driveway.

On a clear day and with tenant notification, get a hose on the outside and spray it at individual windows and doors in the suspect rooms. 

Property tax, insurance, electric, water hose and shovel, flowers, etc.
