No one is entitled to a Pacific Heights apartment, it is up to you to create enough value to afford to live there.My comment on partnership in solving the housing crisis has to do with California making it more attractive for landlords and developers to do business here.

If it was me...I'd check with zoning to find out how many dwelling units I could build, and I'd find what the requirements are for those units (type of house, height and setback restrictions, etc.).Then I'd find out what local builders think the cost to construct would be - just get a cost estimate per square foot for 2 or 3 different levels of finish.

North park, normal heights, university heights.

There is an area in San Diego (city Heights) where almost every property has an unpermitted unit.

That would be a foundation issue to make sure the current foundation is able to hold two more floors on top and also a height issue for the town for the area.

If you're considering just "winging it" please watch Pacific Heights starring Michael Keaton so you can get an idea of what life will be like inside the same building as rent control tenants whose rent control you are trying to terminate.

Back to your question - Harter Heights area is very solid.  

On the east side, places like University Heights, South Euclid, and Shaker Heights are B-class areas where I recently facilitated a deal yielding a 9% return and that property will see solid appreciation.

This was in Del Paso Heights and purchased it off the MLS.
