I used a handheld belt sander with a 40 grit belt to quickly get the high points knocked off then 3-4 coats of joint compound to skim coat (alternate vertical and horizontal strokes), then re spray a light texture to make it look normal.

Or, get the kind of meters that can be wired to a box on the outside of the house (or otherwise in a better spot), and the handheld device you need to plug in to the box or talk to it on the radio, to read the meter.If the building was "born" as apartments, it's fairly likely that each apartment has its own individual water pipe.

I’ve been betting every offer, I did all the photos and listing, so I’d basically pass them to the realtor to sign a paper and then go through the title company, and probably end up holding everyone’s hand during the process (or having my hand held!)
