They can return the dryer and purchase a gas one. 

People will see this when you are at the grocery store, bank, gas station, restaurants etc.

Maybe the P trap under the sink is not filling with water correctly and allowing sewer gas to come back in.  

On some older properties where perhaps you have one water meter for 2-3-4 units or one gas meter for 2-3-4 units, or units that share hot water, something like that the owner might pay. 

In my current roll, I manage 17 shopping centers of various sizes and select sites for new gas stations in the Arizona market.

Right now we are just finishing out this year before we really put the gas pedal to the floor. 

Our electric & gas utilities provide this service in Metro Detroit - to avoid utilities being turned off for tenant nonpayment during winter. 

The property does have heated radiators through out each unit. everything is separated for each unit electricity, gas, and window units in each property.

It'd be like if I told you I was thinking about buying a hybrid car to save on gas and your counterargument was that I shouldn't do it, because if I had a solar powered jetpack I wouldn't need to pay for gas at all.
