Just a couple of notes:You need 8712 sqft of land for 3 units for r-2 in Tucson.  

If you can show that someone else has paid the loan on-time for 12 consecutive months you can exclude that debt from the debt to income calculation.

It looks like R-25 Batts would be ideal being 8" thick to fill the space however R-25 is not readily available from what I can tell.

Additionally, in the R-7 and R-8 Zoning Districts, you need a Conditional Use Ordinance from the City Council to authorize the conversion.

I am in the HVAC/R business so, although it would be a cakewalk for me - you may have to get heating guy to do it for you.
