Hi @Evan Coopersmith, I'm an investor and licensed mortgage broker here in Chicago (Oak Park).

The first question is, can I use a second home mortgage (10% down and lower interest rate) for this. 

Some will be ok in 2nd position and some will not and force you to refinance out the first - but those are options that are probably cheaper than credit cards 

The mortgage has gotten out of hand due to property tax increases, miscalculated escrow, and an increase in my interest rate from an initial buy down, increasing from $2600/mo to $3200/mo.

Move to places where housing is cheaper. 

Now, not to mention the interest rate on margin is always a lot more than a mortgage rate.

If the law allows, I will sometimes move the personal items to storage, which is much cheaper than lost rent, so I can clean up the rental and find a new tenant.

I am currently located in The Bay Area, California and I am little nervous about  investing out of state but I thought I would give other cheaper markets a shot other than my backyard which is expensive.

Our office houses realtors, wholesalers, mortgage companies, contractors... 

I told them no, they said the best they can do for a mortgage was for me to pay 50% down.
