Plans for what you're building will be key - it's too vague and open right now for someone to advise you on potential cost. 

The other benefit of having a structural engineer look and advise on the property, is that you can then use that report as proof to a future buyer or tenant.

(1) Most cash out loans are limited to 75% -80% LTV meaning you wouldn't be able to get all of your cash back out. (2) The interest rates I see in the market are closer than what you've listed.
