Would 1/2" furring strips be better with insulation between the strips?

A person doesn't have fur to protect them and thus it can break the skin.

How about attaching 1 x 3  furring strips to concrete ceiling both glued and screwed. 

I was allergy tested for various types of molds and I was allergic to everything in the test (in addition to all fur, most trees, most grasses - basically, I just can't breathe).  

Seattle people love their pets, often you have to pay for a pet rent around here and might have to look a little harder, but Seattelites do love our fur-babies.
