They key differentiator here is their English skills since you also want them to make calls, that's the first thing you need to focus on. 

I vote Belize or St Kitts - both English speaking, safe, inexpensive, and offer direct flights to/from major airports like Atlanta and Miami...

Hi Charleen, I have relationships with several lenders on the island (and they speak English) but getting a loan for an investment property is very different that on the mainland. 

Hi Trinity, I've found that callers from Mexico and Latin America work best since they have excellent English (they grew up in the US as kids) and have the best sales/hustle skills for cold calling.

He speaks English and started his own company in between he’s so good! 

I've even had a Vietnamese co-worker who doesn't speak much English mention a business venture together, teaching what I do. ( Coordinate Measuring machine programmer - Zeiss Calypso and gears.)Unless I become very wealthy fast, the plan is to move to a tropical place for a while.
