But you could say something along the lines of this in your lease;"If the monthly gas bill exceeds $X or the water bill exceeds $Y, the tenant will reimburse the landlord for the difference as an additional charge."

I was very skeptical at first too because they prey on the cognitive biases and their approach can be very sales-y at times.

If you're trying to fill the vacancy as quickly as possibly you should price ver  y competitively.
