All it seems to do is open you up for cracks in the grout and tile and letting water seep though behind the tile.

We as investors are cleaning up neighborhoods just by putting a better product on the market and discontinuing this cycle of crack homes and squatter homes

This one fell through the cracks apparently. 

If you are using a PM and check in with them regularly, they know there is a level of accountability you will hold them to, which makes things less likely to slip through the cracks. 

Use a fan or a portable AC unit if the reason for the open windows is that it is too hot.Trying to chase all cracks and sealing off your unit in a 1980s building will be mission impossible.

Another idea we have been thinking about is having a tiny house on our property.

I have thought about opening a yurt or tiny house community near the wineries to provide a glamping experience.

The meters have a metal band around them with a lock on it (or at least they should).If the bands are missing, the meters could be swapped.Maybe the electric company is reading the incorrect meter and billing you for that.You could also ask the renters if their bill is tiny.
