The required U & O comes from the city and they maintain a turn over of up to 10 business days to issue one. 

Its a matter of risk. first U have  to find someone who would even do second position.. and if they know anything about lending the rate will be 15% or higher.. but most important the loan as described is a very poor investment for the lender  risk wise.. exceedingly poor.

what u mean by limit with only 4 rentals?

We might consider a VRBO u til we move in full time, but it might just be a vacation home.
