I'd give the non-paying tenant notice for cure,, to pay his electric bill or I would file for eviction.Any electricity he would owe me for, as in the interim I would include on his move out security deposit charge sheet.. 

Here is my question:  Should I just refuse to resign the lease or just ask for a bigger security deposit with renewal (like $3,300?).  

However, small deposits cause you to have larger mortgage payments and require you to pay PMI.
