He owns his property out right but it is in need of repair. 

I repaired ADU for 30k generating 2k.if you want condo there's 2/1 in antioch for 198k, that one you could rent for $2250.Thing is in bay area there're already bunch of houses that already has multiple building within one parcel, not just that, but house with livable basement and/or already modified added rooms.

A) they know how much it costs to repair/maintain those old mobile homes every month or B) they have not been maintaining them and they know what is awaiting anyone who buys them.  

@Jesse Buchanan oh one more advantage to hiring your own trades:  when/if you have small jobs, such as a smaller repair on your own home or a rental then you already have the trade ready. 

Who is responsible for the servicing costs and other costs.

They told me that the garage door is beyond repair because it has been hit by something - causing the damage.
